Bump windows-sys to 0.59

Addresses #558

Version of the windows-sys dependency is updated to 0.59, the motivation for this is to get the arm64ec-pc-windows-msvc build to work.

Added a cast in the unix_sockaddr function because the SOCKADDR_UN definition has changed, sun_path member is now [i8].

This is not possible due to #526. We need to replace the relevant APIs in socket2 with void pointers before we can upgrade.
