Fix: close the outreach banner in cypress tests when connecting a signer

What it solves

The outreach banner was blocking other elements on the page and causing some tests to fail. [1] The banner shows up when connected as a signer in the tests.

How this PR fixes it

Whenever a signer is connected in cypress tests, click the close button on the outreach banner so it doesn't block anything.
