Making it easier to work with more recent macOS installations
There is some kind of regression between Pandas 1 and 2 in `tokenize_text_parts_parallel`; fails on some CSVs. I tried experimenting with TSVs and delimiter changes, but no dice.

@jtauber, I didn't want to get too far over my skies here with the PR, and I don't know if I'll be able to fully vet the Python 3.12 upgrade, but I found a way to build PyICU on macOS with Python 3.11 and 3.12. I'm guessing it worked for me before because I was using an earlier macOS, Python, and I tested Python 3.12 locally and things seemed ok, but I'll let you decide if you want to make that jump for what is deployed or not. |
