progress towards: #1615

Very minor fixes.

  • reduce noise on startup by quietly unzipping awscli.
  • we use anyhow for user facing errors in ec2-cargo so we need to disable RUST_LIB_BACKTRACE by default. We do the same thing already in shotover itself.
