Clean up romancal to take advantage of the lazy datamodels changes

This PR cleans up romancal so that it takes full advantage of the changes from spacetelescope/roman_datamodels#458. Note that it is technically fixing romancal to work with those changes too, but that is due to an oversight in how the maker_utils changes in that PR were done. This PR's real goal was to entirely remove the usage of the maker_utils from romancal.

• add a build milestone, i.e. 24Q4_B15 (use the latest build if not sure)

  • update or add relevant tests

    • Do truth files need to be updated ("okified")?
      • after the reviewer has approved these changes, run okify_regtests to update the truth files
• if a JIRA ticket exists, make sure it is resolved properly
