Add a issue_template for documentation issues/requests.
…ocumentation-template.yml Updated to place template in the correct folder.
Added an improvement issue template.
Added bug issue template.
Turned off option for blank issue template.
Added some auto labels and auto assignees.
Added more assignees.
added more assignees and fixed some labels
adding back label that was accidentally removed
Altered the NIRCam and MIRI flags

I've added default templates to improve the issue filing process:
I've disabled the blank template option for now. This can be changed. Before merging these changes, we can discuss the templates to ensure they ask for everything needed to address an issue.
