Windows 32-bit builds using Visual C++ and Python bindings fix #317

This makes it possible to run applications using the new Python bindings on Windows. It might also help with adangert/JoustMania#67.

TODO: Might be nice to build both 32-bit and 64-bit on AppVeyor.
