GPU support not enabled by default
Update Readme for current build steps etc
Make use of torch-mlir truly optional by checking if it's enabled everywhere

Don't know why I had to add the DEPENDS on CimIncGen, MemristorIncGen, etc. to the cmake files; maybe this is some misconfiguration on my end.
