delay-between-restartsonly applies within one CMS batch: imagine you got 100 nodes out of 800, you will restart those 100 with a small rolling window, waitingdelay-between-restartsbetween each.But as soon as you finished those 100, we wait only
cms-query-intervalbetween the next CMS batch. It means that if we get nodes with small batches,delay-between-restartsnever actually fires. This is intuitively incorrect.
