[python] skip tests for deprecated b3 envvar #3943

Motivation

ddtrace v3.0 drops support for the deprecated B3 single header propagation style. b3 should be used instead.

Changes

Workflow

    • Test logic is modified? -> Get a review from RFC owner. We're working on refining the codeowners file quickly.

if it's deprecated, then the good decorator should be irrelevant
