Supposed to reduce allocs in non-gameplay/editor scenarios.
It's universal anyways, might as well enforce it there.
I think it fits in better personally

SlideBodies can now have the EX modifier.
TOUCH and TOUCHHOld can have the BREAK modifier.
TOUCH already had support for the EX modifier, but was never seen in practice due to them not appearing in conversions.
Beatmap conversion and RX mods have been adjusted to make use of the new modifiers
