First beta version of EnOcean plugin for HS3

Mostly a proof of concept release for getting feedback from the field.
Only thing supported is a 4 button EnOcean thing.
Unpack the zip in your homeseer directory to install it
Please give me feedback by creating tickets / issues in github.
Update: binary changed to 1_0_0_1 version.
