[ALS-8234] Enforce non-duplicate users #375

Fixes user add/edit bug where action is a success but the UI returns an error message (because return object parsing was incorrect after BDC updates).
Aligns users management page with new configuration management page updates
- Remove view button and set row click action to edit
- Add user uuid to edit view
- Enforce at least one role selected on user add/edit


          Update users management.
