Run
OverloadLevelEditor.exe -datadir F:\SteamLibrary\steamapps\common\Overload\OverloadLevelEditor -gamedir F:\SteamLibrary\steamapps\common\Overload
(change path to datadir to your installed OverloadLevelEditor folder and gamedir to your installed Overload folder containing Overload.exe)
