How to get promo cards?

You can get promo cards 3 different ways:

Some are given away in the game on special occasions such as christmas or summer. You usually have to log in a few days to get love gems, then you get the promo card. If you missed a card, unfortunately, there is no other way to get it.
Most promo cards come with merchandise. For instance if you buy a blu-ray or a magazine, you might get a code that you can enter in the game that will give you a promo card. Note that most promo cards are only available in Japan and most Japanese merchandise sold online only ship in Japan.
In the Japanese version of the game, after the codes for the promo cards expire, anybody can buy them in the shop in game.

My promo code doesn't work

Codes only work for 1 version of the game. Japanese codes only work in the Japanese version, English only English, etc.
Maybe it expired, check the date.
Or someone used it already. Codes can only be used once.
